A Sankranti is the moment the Sun enters the next rashi of the sidereal (Lahiri ayanamsa) zodiac, i.e. its longitude reaches the next multiple of 30°. The moment is computed with the Swiss Ephemeris.
Only the moment of the Sun's ingress is listed here. The punya kaal and the day the festival is observed follow rules based on this moment and sunrise/sunset — for example, a Sankranti at night is often observed the next day.
